Because they're citizens? I am open to arguments from both sides on this issue but 'they don't live here' isn't a solid one.

Because they are still subject to Canadian legislation, most notably regarding taxes. And I expect many will want to return someday and would like some influence in making sure their homeland doesn't go completely into the crapper.

Canadians don't pay taxes on foreign earnings when they are no longer Canadian residents. Americans, who can vote as ex-patriots, must file for all worldwide income and due to tax treaties, most generally have little or no US tax liability. IMHO, no one should vote who doesn't pay real net taxes in a welfare state. Perhaps votes should be proportional to taxes paid.

Terrible idea. How ling do you think it would take the permanent political class to rig the system so their supporters pay a small net tax and everyone else is forced to be on welfare? Utterly trivial to game.
